I think the Bolshevists enacted similar laws in the Ukraine forbidding anyone to feed starving women and children or orphans. It was regarded as stealing resources from the State which knew best how they should be allocated.

Homeless or vagrants, I've lost a bit of sympathy for the professionals. Street feeding is counter-productive.
Some off-street help charities give better assistance to the truly needy, who, besides food and safety, need a set schedule of tasks to rekindle the good habits of cleanliness, work, gratitude, and self respect.

Correct. It is all about taking power from ordinary citizens and putting it in their hands.
Of course, the fact these lefties will be well paid regulate it, using your tax dollars, when they are otherwise unemployable, has "nothing to do with it".
