I acknowledge that both Russia and China have built extensive underground shelter systems but even so they would have to deal with the aftermath of a worldwide nuclear war. This is not something that intelligent thinking people plan as a "tag team". It could happen but it will likely be as an unintended consequence of a local hot spot (like the Middle East) blowing up and going nuclear. Coincidently we have a very real possibility of exactly that in the next few months/years...

Agreed. Can someone explain to me how China and Russia can engage in nuclear war and emerge in better shape once their countries are irradiated, much of their population killed and infrastructure destroyed, and the world economy destroyed.
Someone tell me why China thinks they will be better off if there's a nuclear war? Anyone?
China is building vast underground tunnels for their war industry and their civilian population. They have a LOT of people, in case you hadn't noticed. So, in case of full scale thermonuclear war, they intend to come out on top with much of their people and industry intact. Sure infrastructure topside will be destroyed, but with people surviving they can always rebuild in a couple of years.
Can't say the same for the Kwa, who haven't bothered with any underground shelters. They are hedging their bets on the theory that no one will use nukes on them, AND lately on their fantasy Star Wars missile defence shield system.
