Notice simply being arrested is grounds for exclusion from these new arbitrary zones. Conviction not being necessary. The accusation of witchcraft itself is proof of witchcraft.
These policies are happening because the courts of have stopped punishing criminals and removing them from the public. Of course the rule of law is going to be overthrown when the courts fail to serve the public interest.
