This is part of Codex Alimentarius being pushed by the U.N. in every Western country, administered by their human ass puppets like Julia Gilliard, Barack Obama, John Keys, et al.
You control food, you control human beings. No food, no opposition. No food, no freedom. Once you control who eats and who doesn't, you just slam-dunked all of mankind. 99.9% of people, forced to choose between maintaining any personal freedom and eating, will surrender their personal freedoms.

You're late: Congress has approved the Codex; Congress has already passed laws controlling who can grow what on private lots -- home plots -- and the selling or giving away of that produce; Congress has already passed and the bureaucrats are enforcing laws that require you to have permits to use home cooked food for charitable kitchens.
Codex A. is the food-based, micor-management side of Agenda 21 (which is people, education, housing and water). There is a multi-pronged strategy to remove access of, cheap energy, clean food, clean water, freedom of movement, space to cope with over-population, from all the soon to be serfs. Compact cities are the plan and any Agenda 21 signatory has agreed to work for their implementation.
