It is likely these changes are going to result in a lot of 40 channel radios getting dumped for close to nothing on the market. Grab'em up.
I've had success in transmitting binary data on empty channels for PCs and I am considering using this as my Ship-To-Shore medium for communicating with the shelter when I get around to building my first Pip-Boy. It's a very long range transmission that can support topside away teams even when they are many miles from the shelter, without a repeater.
An experiment I did with these back in 2006 used a single x86 board with a cheap teleplex modem and a $9.00 walkie-talkie. I was getting a binary signal with checksum as far away as a mile and a half from the shelter.
