Something has got to give. The State takes refuge in war when their policies begin to bear obvious fruit. The State always turns to war to consolidate power before it unravels into internal factions. War eliminates the victims of centralized planning before they can turn on you. They create enemies to kill their opposition in their own nations so they don't have to do it themselves.
